Talent Acquisition Senior Program Manager

Under minimal supervision the Talent Acquisition Senior Program Manager serves as the central hub for recruiting operations and enterprise program management. This senior-level role provides critical support across corporate, store operations, fleet, and full-service functions, ensuring alignment between talent acquisition strategy and business workforce needs. The position drives operational excellence across the recruiting lifecycle by optimizing processes, overseeing key systems and external partnerships, leading initiatives to build sustainable and diverse talent pipelines, and enabling data-driven workforce planning in partnership with store operations leadership.
Essential Duties and Responsibilities:
- Lead enterprise-level program management for Talent Acquisition Operations, owning the full lifecycle of strategic recruiting initiatives from design and implementation through governance, measurement, and continuous enhancement. Ensure programs are scalable, sustainable, and aligned with evolving business priorities.
- Serve as the program owner for recruiting analytics and insights, establishing reporting frameworks, KPIs, and dashboards that measure program effectiveness, identify trends, and drive data-informed hiring strategies across functions.
- Lead workforce planning programs for store operations, developing structured forecasting methodologies, partnering with operational leaders to assess capacity needs, and aligning recruiting programs to support growth, market expansion, and seasonal demand.
- Oversee and continuously optimize the recruiting technology and vendor portfolio, including platforms such as LinkedIn, Indeed, Appcast, iCIMS, and other sourcing tools. Drive system enhancements, vendor performance reviews, cost management, and process standardization to maximize program ROI.
- Design, launch, and manage strategic talent pipeline programs, including Military Veterans, First Responders, Career and Technical Education (CTE), and Work-Based Learning initiatives. Establish measurable objectives, external partnerships, and structured engagement strategies to ensure long-term pipeline sustainability.
- Partner with corporate and regional recruiting leaders to implement program standards, ensuring consistency in execution, adoption of best practices, and alignment to enterprise recruiting strategy.
- Drive continuous program improvement initiatives, conducting program evaluations, identifying operational gaps, and implementing scalable solutions that enhance recruiter productivity and the candidate and hiring manager experience.
- Provide governance and oversight across recruiting programs and vendor partnerships, ensuring compliance with company standards, regulatory requirements, and inclusive hiring practices.
- Collaborate cross-functionally to align talent acquisition programs with broader workforce strategy, ensuring recruiting initiatives proactively support business objectives and long-term organizational growth.

Qualifications:
- 5-7 years of progressive experience in Talent Acquisition, Recruiting Operations, or Program Management within high-volume, multi-location, or enterprise environments.
- Demonstrated leadership experience, including direct people management and cross-functional program leadership.
- Advanced analytical capabilities with expertise in recruiting metrics, performance dashboards, trend analysis, and data-driven decision-making.
- Proficiency in Applicant Tracking Systems (iCIMS preferred), workforce analytics platforms (DOMO preferred), data visualization tools (Tableau), and Microsoft Office Suite.
- Extensive experience managing recruiting technologies and sourcing platforms, including LinkedIn Recruiter, Indeed, programmatic advertising solutions (e.g., Appcast), and enterprise ATS systems.
- Proven success developing and sustaining strategic talent pipelines through community engagement, diversity-focused initiatives, military/veteran hiring programs, CTE partnerships, apprenticeships, or workforce development programs.
- Strong project and program management expertise with the ability to drive initiatives from concept through execution and continuous improvement.
- Exceptional communication and stakeholder management skills, with the ability to influence leaders and collaborate effectively across functions.
- Demonstrated commitment to process optimization, innovation in talent acquisition, and delivering high-quality candidate and hiring manager experiences.
Educational Requirements
- Bachelor's degree in Human Resources, Business Administration, or related field required; equivalent combination of education and progressive experience considered.
- Professional certifications are a plus.
Work Days:
Normal work days are Monday through Friday. Occasional Saturdays and Sundays may be necessary.
Work Hours:
Normal work hours are 8:00 a.m. to 5:00 p.m. Additional hours may be necessary.
